Вопрос не в "пошлости". Вопрос в том, с какой стати 4% населения ущемлены в правах.
В Конституции сказано "граждане РФ".
А права - вам, эльфям, Эру Элеватор отмеряет. Мы, как свободные Люди, определяем права без всяких "свышей".
